Cameron Love earned more than $647K in 2022, Steve Kanellakos banked $357
In 2022, health-care executives and university leaders were among the highest-paid provincial public servants in the city. The CEO of The Ottawa Hospital, Cameron Love, had the highest salary at $647,124, which was $23,607 more than he made the year before.
Duncan Stewart, who was the executive vice president of the Ottawa Hospital Research Institute and made $522,501 last year, was the second highest earner. The dean of the medical school at the University of Ottawa, Dr. Bernard Jasmin, made $443,142, which was more than the university president, Jacques Frémont, who made $399,616.

The Ontario government released its annual report on salaries in the public sector. List for 2022 that shows the salaries and taxable benefits of every public sector worker who gets a lot of money from the provincial government. (The salary numbers in this article do not include benefits.)
Leaders at Hospital Montfort, the Ottawa Heart Institute, the Eastern Ontario Health Unit, the Eastern Ontario Regional Laboratory Association, The Royal Ottawa Mental Health Centre, Queensway Carleton Hospital, Bruyère, CHEO, and Carleton University all made more than $350,000 last year.
Kanellakos and Bell make the most money at the city
As usual, the city manager was the highest-paid worker at the government office. Steve Kanellakos made $357,113 in 2022, which was about $13,600 less than the year before. This was at least partly because he quit his job suddenly at the end of November, before the bad LRT public inquiry report came out.
More than 5,800 city workers, or 28% of the city’s 20,000 workers, are on the 2022 list. Of those, 48% are first responders: There are 1,657 members of the Ottawa Police Service, 851 firefighters, and 309 paramedics.
Last year, the second-highest paid city worker was Steve Bell, who was the interim police chief during a rough year for the police service. Bell’s salary probably went up by $25,000 in 2022 because of his new job title and the extra hours he worked because of the convoy protests and the Emergency Act investigation. In 2022, his salary was $333,037.
Even though the city owns all of Hydro Ottawa, the salaries of its executives are not on the Sunshine List. This list is called that because it is supposed to show how much public servants make. But Hydro Ottawa CEO Bryce Conrad made more than $400,000 in 2021, according to the utility’s last publicly available annual report from that year.
The CEO of Invest Ottawa made more than Etches
On the list are also some Ottawa groups that we don’t usually look into.
There are 24 people on the Sunshine List who work for Invest Ottawa, which is the city’s economic investment arm. Last year, its CEO, Michael Tremblay, made $336,616. If he worked for the city, he would have been the second-highest paid worker, making more than both the Medical Officer of Health, Dr. Vera Etches, and the Chief Executive Officer, Alex Munter.
When the provincial government started the so-called Sunshine List in 1996, it did not take inflation into account. Staff in Ottawa sent out a memo Friday afternoon saying that if the city had done this, the base threshold for salary disclosure would be $165,113.64.
The salaries listed for 2022 also include retroactive pay increases and one-time payments like vacation or banked overtime cash outs. According to a memo from the city, there are 4,150 municipal employees on the list who are not first responders. Of those, 37% had a base salary of less than $100,000.
